a short reminder for qgis developers to improve the documentation process.

we almost finished the manual updates for 1.1 and it is awesome how many new
features we will provide in this new release. But for the documenters it was
quite some work to go through all commit logs and identify all important changes
that should be mentioned. I hope we found most of them, but to improve this, we
would be thankful, if you can help us finding the relevant features by simply
adding a small note to your SVN commit comment, as suggested above.
