Actually as part of our GUI audit we will be making sure that all
dialogs have help buttons and help context id's defined and then we will
generate stub help files for all (perhaps with a placemarker note like
'please help us to create help documentation for this dialog').

As such I would ask folks to not remove help buttons when they find them
unlinked at the moment.
