This begs the question: "Why don't the standalone installers include
these runtime libraries?"

Bob,

The OSGeo4W install includes installing the visual studio runtime which
is required by a variety of things.

The QGIS download page mentions:

Note: You may need to install the Microsoft C Runtime Libraries too. If
QGIS 
does not start, get the MSVC libs from here and install them before
trying to 
run QGIS again.
