[Qgis-developer] Qqis Mac standalone fix + plugin development addition

I fixed a problem in the standalone version that caused various issues from not running to errors in python plugins.

I also added (to standalone and full version) the PyQt utilities for compiling UI and resource files (pylupdate4, pyrcc4, pyuic4), so anyone can create a plugin without having to mess with installing a separate Qt and compiling PyQt, both of which are already in the Qgis app.
