Testing my Python plugin currently requires opening a project file with 
270 layers linked to a PostGIS database with somewhere between 250k and 
500k elements.  This will speed things up considerably.

Just to be clear, you're talking about something a plugin developer 
could do optionally, not something that would be built in by default, right?
