[Qgis-developer] User contributed python plugin repository problems

Hi

Anyone know how to create an account for the plugin repository?  When I try and sign up at http://pyqgis.org/admin/contributed/account/signup I just get redirected back to the list of plugins at http://pyqgis.org/admin/contributed/python_plugins/list.

Also, is it ok to put up plugins based on the development stream of Quantum? I can set the QGIS minimum version to 1.5, but it will only work with more recent builds.
