[Qgis-developer] PgVersion Plugin

I made a lot of changes of the PgVersion plugin and the underlaying
DB-Functions during the 4. QGIS-Hackfest in Wroclaw.

Change log:

- a lot of bugs are fixed
- introducing new functions: reverse to HEAD, drop versioning from layer
- translation to german
- adding new DB-functions
- enhancements of the help page

To use the new version 0.8.2 you have to update the DB-Functions as
described in the help.

I hope the plugin is helpful for your work.
