I'm not sure exactly how the new visible extent changes depending on
the size of the box draw when a user draws a rectangle with the
zoom-out tool. What I'd like to see is that after drawing a box then
the view changes so that the pre-zoomed extent is now enclosed within
the drawn box. This isn't currently what happens.
Is that what other zoom-out mechanisms do? Time to go play with some
other graphics packages...
