[Qgis-developer] Feature request Zoom out variably

When developing a zoom out tool for our now-about-defunct SWF-based
gis GUI we used an inverse box, shrinking from the full viewport
around a center defined by the mouse button press.
The more you moved your mouse away from that center, the more the
new viewport indicator (zoom box) would shrink.

That way you have a visual representation of where your
current viewport would end up being. And you ensure that a point
of interest doesn't move (the initial click point).
