[Qgis-developer] contributed plugins on QGIS tracker (was: Raster transparency: spinbox does not work)

A few days ago I sent a message asking about the contributed plugins
projects on the QGIS tracker, and I had no answers. I feel the necessity
of such projects to open many bugs about plugins as probably many others
do.

What is the drill here? Can I open the projects and then "give" them to
the proper author/users?
