[Qgis-developer] Where to put plugins and documents ?

Hello all,

I am a member of the French Ministry of Ecology.

We want to provide two plugins (experimental status).
What is the proper way to proceed, given the current plugins 
reorganization ?

is it always from the URL: http://pyqgis.org/manager/python_plugin/list?

Is there a recommendation to share the sources (such as 
http://hub.qgis.org/projects/plugin-builder)?

We also have QGIS documentation (in French) that might interest the 
community. Where to publish?
