Did you remove all other 1.6 related libs? Probably you should be
doing it with your package manager....
Use ldd to check that all your libs are correctly pulled in e.g.
ldd /usr/share/qgis/python/qgis/core.so
You should see references to the 1.7 libs there for qgis related stuff....
