[Qgis-developer] Plugins section - organized like drupal modules?

Jordan, if you are willing, please come and help. Please note that we
already did substantial work on this, setting up a Django webapp
http://plugins.qgis.org/ and a shiny new bug tracker
http://hub.qgis.org/ 
We need help especially to integrate the whole suite in a way taht is
easy to use, both for developers and for users.
