[Qgis-developer] Sharing QGIS development costs

Hi,

another idea from Lyon. 

There are discussions and plans about sharing development costs for QGIS
features behind the scenes. We would like to make this process more
transparent and visible for the community. Aim is that QGIS users get an
overview and the chance to promote/support developments by sharing the costs.
