I noticed that signal is already defined in the API:

void QgsMapLayerRegistry::layersWillBeRemoved (QStringList  theLayerIds)

Are you replacing or overloading it?

If you're overloading it, could PyQt be getting confused by seeing both
signals as returning a list?
