[Qgis-developer] QML

i see that a qml style created in qgis master 1.9 is not recognised by qgis
1.8.
editing qml file i see:

!DOCTYPE qgis PUBLIC 'http://mrcc.com/qgis.dtd' 'SYSTEM'>
<qgis version="1.9.0-Master" 
....
....

is this the reason why 1.9 qml are not available for qgis 1.9?
