Assuming you mean "not available for qgis 1.8?", then I could imagine quite a few reasons. Starting with some quite wonderful and radical reworking of the available Style options.

Remember 1.9 is essentially pre-2.0 and the developers have permission to break the old API ways and use the new ones. There should be some large differences between 1.8 and 1.9 develop. This means that I'm not expecting 1.8 to be able to read 1.9 files.

What you're asking is nice but can't be relied on to happen. For example, there were things that meant 1.7 project files didn't always open in 1.6.
(I would, however hope that 1.8 specific files can continue to be opened in 1.9/2.0!)
