Hi Larry,

This topic has been discussed some times in the past: there was a
proposal to make the creation of a project+tracker+GIT-repo on redmine
happen automatically or semi-automatically (on plugin author's
request) when a plugin is uploaded on plugins.qgis.org.

This is not on my priority list, but maybe it will be eventually implemented.
