This is mainly because at the time the MapServer developers set up
their documentation infrastructure, Sphinx DID NOT support
internationalization, and now it will take some time to migrate it.
But, as suggested in my previous email on a different thread, now
Sphinx 1.1 DOES support internationalization, and should not be too
much complicated to set up an infrastructure based with it and Pootle
in the middle as the end user translator application [1].
