Hi Stefan,

Yes, the situation is a little bit tricky right now.

Creating a project on the hub (i.e. redmine) is not mandatory. But it 
can be used to host the code repository (as github does) and the 
issue/bug tracker.
Login and create one here if you want: http://hub.qgis.org/projects
You will not be able to place it in the plugin project, it should be 
moved by an admin later.

For the validation, I understand your frustration. I uploaded an update 
24h ago, and it is not released yet.
For all, do you really think that this validation is useful? Maybe for 
first upload, but then remove it?
