[Qgis-developer] Zoom to Best Scale Problem

Hi,

On 1.7.3 'Zoom to Best Scale' does not seem to work properly when
'Enable on the fly CRS transformation' is enabled in Project
Properties.  If 'Enable on the fly CRS transformation' is checked,
'Zoom to Best Scale' zooms beyond 1:1.  If 'Enable on the fly CRS
transformation' is unchecked 'Zoom to Best Scale' zooms to 1:1
correctly.  My project and imagery are both in EPSG:32618 (UTM 18N,
WGS84).

I do observe the same problem on 1.6.

I'm using 1.7.3 on Windows 7.
