Well, as long as you just need the decompression part of the sdk, the 3.3
version seems to do the job. You can grab one of the builds available at
http://www.gisinternals.com/sdk/ (make sure to download the package with the
ecw pluging as well) and convert your ecw's to geotiff for example.
