[Qgis-developer] QGIS Server 1.8: empty map with VERSION=1.3.0

Hi Bernhard

If you switch the x/y coordinates, you also get an image with 1.3. In 
some cases, the coordinats are switched in 1.3 (usually geographical 
systems). Not a good idea, but that's what the 1.3 spec says...
