[Qgis-developer] building debian pckages runs "make Experimental"

Hi,

Presently when building debian packages, following the instructions in
the INSTALL file, "make Experimental" is run, which adds a lot of time
to the build process and can be problematic when not connected.

How can we tweak the debian rules (or better yet, the build
commandline) to skip "make Experimental" when building packages?
