[Qgis-developer] Adding a new plugin

Hello all,

I'm trying to add a new plugin (Transectizer) and I'm trying to go under
approval, etc, as stated in http://plugins.qgis.org/

I've done the first step and also the third one (I've created a repo in
github) , but I haven't been able to follow the second step:

Create a new project at
http://hub.qgis.org/projects<http://hub.qgis.org/projects/qgis-user-plugins>
and
make it a subproject of "User Plugins"

How should I proceed?
