Hi Paolo,

The layer drawing order only works if you have a newer release of QGIS
server - one that does support and use the GetProjectSettings command
(instead of the GetCapabilities command before). Only if you use that
server version - and also have GetProjectSettings enabled in the QGIS
webclient - the layer drawing order should work.

Can you please check and report back? I can only check it it on Tuesday,
when I am back at my workplace, but I can tell that the layer drawing
order successfully works in some of my projects.
