Paolo I don't know if it makes sense to do that - for unit tests the
emphasis should be minimal datasets that represent something that
causes a regression or verifies functional capability. For this reason
we will probably end up with many (hundreds) of small shp (often with
only one or a few features) and other datasets over time each
representing the conditions for a known issue.

Sample data on the other hand should be thematic and provide
sufficient breadth for users to try out the key features of QGIS
without trying to express every edge case they may encounter.
