[Qgis-developer] Master branch splash screen

Think the issue is dragged for no reason. We have a dev / master branch
splash screen that says 1.9 alpha while we debate on leaf ...

its important to have a splash screen that's relevant. So, high time that
we change that.

The debate can go on after that.
