Hi, we discovered that this could be a QGIS server bug.

If you set the layer visibilty by scale (i.e. I want a layer to be
visible from 1:2.500 to below) and you do a WMS search on that layer,
the result is ALWAYS empty!

I'm going to make a ticket...
