[Qgis-developer] User Input panel: what is it?

I'm on QGIS 2.12 and right-clicking on the main canvas toolbars, there's an
"User Imput Panel" listed among panels that I'm unable to see what it does.
Clicking on it just open a dialog that vanishes right after. Notice that
this panel is not available via View menu -> Panel.
Is this a local issue (I'm on Windows7 64bits) or is it an artefact of an
unfinished implementation?
Should I open a ticket?
