There's currently a DWG driver in GDAL/OGR that depends on a non-free library 
(Open Design Alliance Teiga). See  http://gdal.org/ogr/drv_dwg.html

There have been projects on developing an alternative driver based on 
LibDWG/LibreDWG : http://trac.osgeo.org/gdal/wiki/SummerOfCode

There's a GRASS import module relying on LibreDWG
