[Qgis-developer] Rotation issues status

FYI, I've fixed some of the known rotation-related issues:

 - Identify feature highlight (#11815)
 - Zoom by rect (#11910)
 - Select by point (#11930)
 - Select by rect (#11865)
 - Rotation support in pre-rendered map display (#11909)

Known issues left (in my personal priority order)

 - Inverted polygon renderer (#11911) [ currently set as blocker ]
 - Plugin layers (#11900) [ needs feedback ]
 - Labels pre-rotation (#11814, #11856)
 - Composer support (#11912)
 - North Arrow Decoration (#11818)
 - Grid decoration (#11817)
 - Overview map (#11862) [ not sure this should be fixed ]

Please report any other issue that might arise with rotation enabled
and properly tag it with the "rotation" label.

Hopefully next PSC meeting will help triaging them to properly
set priorities so to have a clear view on what would take to have
rotation enabled by default.
