[Qgis-developer] Label UI as dock widget

Hey all,

I'm looking for some feedback on this PR
https://github.com/qgis/QGIS/pull/2219  The result is changing the labeling
UI to be a dock widget that will update for the selected layer in the
legend.

The code is a little messy and some of the UI needs clean up but if people
see merit in this style I will continue work on it.  Symbol stuff will be
next but that is a bit more work.

Having this stuff in model dialogs is super annoying as you have to open
and close them all the time when making changes, and non model dialogs mean
mico managing windows which is something else that is annoying.

So for this PR just adds a "dock mode" that hides/shows some stuff to make
it fit better.  Having said that it seems to fit quite well into the dock
without much work which is cool.
