[Qgis-developer] DXF/DWG import requirements document

Hi Zoltan,

I added these two requirements in the document. However, with the new 
legend options introduced in QGIS 2.8 you can easily toggle the 
visibility of classes or rules or delete certain rules - so I am not 
100% convinced if this option is really necessary.
