Since the latest UI changes, deactivating a plugin in the Processing
options doesnt mean disabling it, only not showing it in the toolbox,
so it's not the same thing. The algorithms are "active" if the plugin
that contributes those algorithms is enabled (can be run from console
or as part of a model), but they dont show up on the toolbox
