osgeo4w, yes.
I did build Qt 5.7 - but only started with the packaging, no python3, no PyQt5,
no QGIS based not it.

Not really. After the Qt4 support is removed.

This is a general question, that is not tied to OSGeo4W. The plugin manager
and the plugins site will have to deal with this.

QGIS3 will be Qt5/Py3. So anything available for >=3 (and >=2.99 once we
remove Qt4 support from master) will have to work with it. So it might not be
necessary to address that separately.
