[Qgis-developer] Simplify provider side

Hi all,

I would like to apologize : I could not find enough time to finish the
tests regarding this issue, and since I did not have a real-world Oracle
database (and only in Oracle Locator and not Spatial), I did not go
further.
I also seen some poor performance with server-side simplification, but
could not determine why :

* Oracle Locator has native poor perfs ? Would it be better with Oracle
Spatial ?
* I did not configure the right indexes ? At that time, not support was
available for Oracle databases in DBManager, so I could not test it
