Hi Paolo

This option was indeed superseded in 2.4 with introduction of
multi-threaded rendering by interval-based refresh rate. The
interval-based refresh is a better way of controlling refresh rate: it
has consistent behavior (few complex features do not block refresh),
it is not limited to just vector layers, and the number is easier to
understand/tweak. The old option did not really do any extra
performance tricks - simply increasing the number did fewer refreshes
(less extra work), so the overall rendering time shrunk. The default
of 250 ms for refresh is quite a conservative value already - so I do
not expect it would make a difference to make it higher (but lowering
it to something like 1 ms would make things slow).
