[Qgis-developer] Label priority in master

Hi all,
with current master, labels from the more dense layer (e.g.
municipalities) always cause the other labels (e.g. provinces) to
disappear, regardless of the priority I give. In previous versions it
worked as expected. Is this a bug, or am I missing something of the new
magic?
