Some more research dug up: 

http://www.selfstarter.us/ - OSGEO or QGIS.ORG could use this to set up
our own crowd funding site. Integrates with Amazon payments (credit card
fees apply) 

https://open.tilt.com/ - seems to only charge 2.5% plus credit cart
fees. Probably one of the cheapest hosted crowd funding services.

One of the issues of a crowd-funding platform is that it should allow
"manual overrides" - e.g. a gov organization usually just can't do a
credit card transaction, but needs an invoice with wire transfer. So any
platform we choose has to allow such flexibility.
