[Qgis-developer] QGIS3: getting rid of Load layer toolbar?

Is it true that a common criticism of QGIS versus Arc is the multiple "open"
buttons? Is trying to combine all open functionality (vector, raster, WFS,
WMS, dB, QGIS project, etc, etc) into one "open" button the best approach?
