[Qgis-developer] QGIS3: getting rid of Load layer toolbar?

We could just ship QGIS with a different default configuration:
layer toolbar: hidden
what would the "single add data button" do? open a browser window? that
would be pretty easy.
regardless of this discussion, I like the ideas of:
* fixing (or creating a list of) things that are missing from the browser
* unifying the dialogs for adding layers
