[Qgis-developer] QGIS3: getting rid of Load layer toolbar?

I'm a +1 on fixing this. I have tried a few times in the past but I have
never come up with something that I like.
IMO I think having a single dialog (or not if we can) + the browser is
good. I have some tickets open with concepts but I'm not sure I would do it
like that now.
The browser is a powerful tool so I'm really +1 for finding any holes and
fixing those first.
