[Qgis-developer] Diagrams and labels

Hi, 
agreed with Nyall, currently in QGIS, diagrams are labels, using the same
collision engine and being drawn like labels, not layers. We could merge
labeling toolbar with diagram toolbar, probably without having to add any
new button (there are so many).
We need new to modify actions and tooltips, and not forget to keep it
readable in API doc.
