[Qgis-developer] Plugin licence

Hi,
Can we have a page on the website explaining the licensing of plugins and the reasons behind it?

We have come across a couple of plugins all with pyc and no code provided to the end users. 

I understand at the beginning the GPL licensing of the plugins was not enforced as it potentially discourages the uptake of QGIS amongst uniformed users/organisations. But I think it is the right time to have a clear guideline on that before things get out of hand.
