There is another SVG symbols issue in addition to Path, present in
QGIS 2.16 also, and that is the home directory path is incorrect and has 
two // rather than one /,

eg.

/usr/share/qgis/svg/
/home/gordon/.qgis2//svg/
/usr/share/qgis/svg/
/home/gordon/.qgis2//svg/
