[Qgis-developer] pg_services on Windows

Hi all,
I'm trying to make PostgreSQL services work on Windows:

* I have a valid pg_services.conf, that works on Linux
* I have double checked, and it has UNIX EOL
* I have set up both PGSYSCONFDIR and PGSERVICEFILE in various tests in
Global options --> System --> User specific environment variables

but I always get:
definition of service "test" not found
(QGIS 2.14.2 on Windows 7).
Thanks for any suggestion.
