[Qgis-developer] QGIS Core Plugin Policies QEP

Hi All

At our last PSC meeting we discussed the situation about core plugin policy, touching on things like:

* where plugins in core should actually be plugins
* which plugins should be in core
* what the policy should be for including new plugins in core

I have drafted a short QEP: https://github.com/qgis/QGIS-Enhancement-Proposals/issues/93 <https://github.com/qgis/QGIS-Enhancement-Proposals/issues/93> that goes into a little more detail. It would be great to have your feedback in the QEP comments that we can incorporate into the QEP and eventually put into our up and coming developers guide docs (http://docs.qgis.org/testing/en/docs/developers_guide/ <http://docs.qgis.org/testing/en/docs/developers_guide/>).
