[QGIS-Developer] Custom CRS parameters plugin

I have an organization request for a  dialog box that edits custom CRS
properties without using the Proj4 text string. Some users are
uncomfortable with defining a Proj4 text string. Basically what they want
is an ArcMap equivalent of the "Data Frame Properties->Coordinate System,"
"New Projected Coordinate System" dialog.

As far as I can tell this is not a part of QGIS nor in any of the plugins.
Am I missing this capability in QGIS, is anyone working on it, or should I
consider creating a plugin to do this?
