[Qgis-developer] QGIS GSoC 2017 Idea - Processing + PySAL

Hello everyone!

First of all, let me introduce myself briefly: my name is Eurico Nicacio, I
am a brazilian Cartographic Engineer graduated by Military Engineering
Institute [Instituto Militar de Engenharia - IME] in 2010 and, nowadays, I
am a MSc Candidate in  Geodetic Sciences in the Geodetic Sciences
Post-Graduation Program at Federal University of Paraná [Universidade
Federal do Paraná - UFPR] with a focus in Physical Geodesy. I will receive
my MSc title up to the end of this year, and I have a 5+ years of work
experience in surveying, Python programming, GIS and field engineering.

I am also a huge open source enthusiast. I have developed some integration
tools in GIS community benefit - a standalone application and a QGIS
Plugin, both of them available at my GitHub account.

I have been talking to Alexander Bruy - through whom I got in brief contact
with Victor Olaya, Serge Rey and Anita Graser -  about my wish to
contribute with OSGeo previously, during and after GSoC 2017 since mid
January, and he has been a great helper and pre-mentor in all aspects. We
have been trying to design a GSoC project on Python initiatives for QGIS
improvement - our main idea has migrated from "General Processing
improvements" to "PySAL library integration to QGIS Processing" so far,
following a tip at the Processing paper that Anita and Victor published in
2015. I have used PySAL a couple of times and it seemed exceptional all of
the times. And as I said to Alexander, it would be a great pleasure and
honor for me having the possibility to help implementing such a important
and interesting library into QGIS Processing tool.

At this moment, we would like to share this main idea with you - PySAL
library integration to QGIS Processing - and get your contribution and
opinions on this theme. As we discussed before, it seems to have a good
relation between work/time compatibility with GSoC and positive community
impact.

I am looking forward to your feedback and suggestions. Thank you all in
